[BC] LPFM vs Full Power Question

It was my understanding that if you owned a Full Power Station, you couldn't
have an LPFM licensed.. Am I correct?

I see a Non Commercial Licensee which has several full powers across the
country and many translators (It's not CSN, KLove, WRL or such but a similar
group).. has an LPFM in the San Diego area.

I've checked and both the LPFM and Non Commercial FUll Power licensed are
owned by the exact same people with the exact same application certifier and
engineer.
