Get a couple of power poles and install a slant wire with insulators  
approximately a quarter wave long,  Install your tuning unit an wipe out  the 
reactance and match to 50 Ohms and if your are ND (most in Hawaii are)   they will 
probably grant you a full 5 kW Day and 250 Watts night under your  STA.
