Yes, I have spoken with them on this.  They claim they have been catching up
when in reality they have not.  C.O.D. wouldn't work as the station itself
can't issue any checks nor do they have any cash on hand.  It has to come
from corporate HQ which is almost 200 miles away...

This group has equipment that all dates to the 80's.  From everything I've
seen they have no intention of spending any money whatsoever to update it.
Frankly I'm tired of being called at 4am when some weak and worn out piece
of gear has died overnight.  Example:  The roof leaks at the transmitter
site.  Water got into the audio processor one night and killed it.  Also
damaged some other equipment.  This was last year, yet there has been no
effort to fix the leaks.

There comes a time when you just have to walk away or it takes too much from
you.  Especially when they don't pay for your time.  This place is a
moderate distance away.  45 minutes drive each way.  The road to the
transmitter building is never plowed for the last 400 feet.  I could go
on...

I do feel sorry for the local employees.  It's just a matter of time before
this house of cards comes crashing down.
