[BC] TV translator Question...

Ok, yet another one from me this morning

Not far from the FM situation I mentioned, the county owns 4 tv translators,
all running 754 Watts on Channels 53, 55, 57 and 59.

1.) Why are the channels grouped so closely together like that?
2.) How do you come up with 754 Watts at not 700, 800 or even 1000?
