Reserved means there is a C3 ALLOTMENT there intended for the station in
question. The reason they probably haven't upgraded is because the upgrade
requires a site move. Look at the coordinates of the reserved allotment-if
they are different, then this would most certainly be the case.
Why would a station want to remain class A? Perhaps the class A covers more
people. Look at what happened with 107.7 in Pennsauken, NJ-a station
voluntarily downgraded from a class B to an A-and in doing so was able to be a
class A on a building in center city (downtown) Philadelphia, as opposed to
remaining a B 50+ miles out of town.
It is protected both ways-as a class A at it's current TX site and also as a
class C3 at the reference coordinates of the allotment.

A station I know of shows up on the FCC Database as a Class A with 3KW/91
meters. Right next to that listing is a listing marked "RSV" and 221C3,
which obviously means RESERVED and I know a C3 is 25KW/328.
My questions.
1.) Why would a station want to stay at Class A status, (and not even Full
Class A) when it could go to a C3?
2.) Does that "RSV" mean this station could go to a C3 at any point by just
filing some paperwork?
3.) Is the station protected under the 221C3 parameters or the currently
licensed 221A parameters?
And I should say THANK YOU to everyone on this list who puts up with me and
answers my sometimes annoying or highly technical or annoying questions. I
value you my "membership" on the list because I value and trust what y'all
say and you have provided me some very valuable information over the years.
I aprpeciate those who have taken the time to kindly explain things to me,
understanding that the only way to learn is by asking or doing.
