Larry is right. To adequately evaluate and pinpoint the problem, you 
would need to see the originating stations signal, picked up via 
antenna under similar distance and terrain conditions from the 
originating stations transmit site. Does it look similarly bad like 
the translator picture?  It could very well be the case that the 
"wavy" condition you mentioned is a deficiency on the original signal 
and is an imperfection being re-broadcast rather than being an 
undesirable signal deficiency/problem of the translator signal.

Based on your description, my guess is that the distant original 
signal has the problem and not the translator.
