You need to do a terrain analysis to answer this
question. If you overcome obstacles and improve
direct path and Fresnel Zone clearances you will
realize an improvement, with the trade-off of less
building penetration. There is not a simple answer
here. OTOH, it need not be an expensive one. A
consultant should be able to do this analysis for you.
