The DC "station" runs 75 kHz deviation, or a bit more, 19 kHz pilot,
no L-R compression, but that isn't the half of it.
They are licensed for 3 kW ERP video (directional). When they run
video, which isn't much of the time, they ALSO RUN 3 kW AURAL!
Actually, the 3 kW Aural is on all the time, and is, of course, the
point.
Their attorney (and, yes, I have spoken with him) states this is
legal because there is nothing in the TRANSLATOR rules requiring the
Aural to be 10% of the Visual, unlike the full power rules. Well, he
is right, it isn't illegal because there is no rule against it, or
specifying it.
It is sad, and the FCC does need to clamp down.
The cost of entry for such a station is just not a level playing ground.
