It is really more complex than that.

You can end up covering much more area, but less population.

You also need to consider building penetration.

Imagine you increase your height and double the distance to your 60  
dBu contour, but you move your 70 away from the population.  Is this  
good?

Especially with the change making a Community of License change to a  
minor change, transmitter sites are moving into larger communities,  
and downgrading.  A Class B FM might move from a rural area to a  
city, with a downgrade to Class A.  It might loose 80 percent of the  
LAND AREA covered by the 60 dBu, but pick up population counts --  
maybe by five or ten times.

More details are needed.  V-Soft has most of the tools you need to  
decide this, including pop counts.
