15.239, which applies to these unlicensed intentional radiators, says "(a)
Emissions from the intentional radiator shall be confined within a band
200 kHz wide centered on the operating frequency. The 200 kHz band shall
lie wholly within the frequency range of 88108 MHz."
http://www.hallikainen.com/FccRules/2009/73/201/ , which lists the FM
broadcast channels, starting at 201.
http://sujan.hallikainen.org/FCC/FccRules/2009/73/512/ allows class D FM
stations to operate on "channel 200" (87.9MHz).
So, I don't think part 15 FM transmitters are permitted to operate at
87.9MHz.
