The last time I checked, the FM band went from 87.9 to 107.9. 87.9 is known as
FM channel 200.

Now, there ARE limits on locations where FM channel 200 can be used (border
areas), but it IS a valid and viable FM channel elsewhere-and will become more
valuable soon.

Are they legal? http://www.hallikainen.com/FccRules/2009/15/239/ requires
emissions to be entirely within the 88 to 108MHz band. There are general
radiation limits for operation outside 88-108MHz in
http://www.hallikainen.com/FccRules/2009/15/209/ .
