They are called "Rack Rails."  MANY companies make them.  The biggest  
selection of inexpensive ones is from Middle Atlantic Products.

There are more than a few considerations when building this stuff.   
For one, the equipment is to be 19 inches wide.  SO, make sure you  
leave some "slack" in there.  One-sixteenth of an inch is enough.   
Equipment behind the front panel is, by standard, no wider than 17  
inches.  DON'T DEPEND ON THIS!  A lot of equipment fudges this  
standard, which generally isn't an issue.

Keep in mind, the equipment is mounted from the front, so there is  
quite a moment arm twisting things over backwards.  This MUST be  
considered.

Panel thickness varies.  Assume 1/8" BUT make the rails a bit deeper  
for thicker panels, and finish the inside edges (even if only with  
paint) for thinner panels.

I worked with a guy in DC who became magical over time.  He built all  
kinds of special work stations for me, and was cost effective.
