It has always been that power is everything. Any problems you
might have with reflections because of broad beam-width are
usually secondary to the advantages of painting your power
with a broad brush so-to-speak. I would much rather use
a high power into a single-bay (designed for high power),
than a lower power into a multiple-bay antenna if energy
costs and hardware costs were not factored in.

If cost wasn't an consideration, what would you use?

However, cost is a consideration and sometimes it is the only
viable consideration because a station needs to survive in
a particular market.

As far as building penetration; many many factors - construction 
methods, insulation (if any), etc.  to yield a ballpark dBW figure.   
Again, though, the rule of thumb (I've met Mr. Thumb, BTW... at least 
his grandkid) is Tim Allen's:  MORE POWER!
