Well, yeah, mostly -

The REAL delimiter is that 60 dBu at 5.6 km.  Whatever it takes to get 
there.  100 kw at -3m HAAT....  (or into a dummy load that isn't QUITE 
shielded and grounded properly...)

Which isn't too far off what the original WTLC-FM (105.7) signed on with...

10 bays on a tower not much bigger than the antenna!  Something like 150 
foot SS, IIRC.  It's been a while..... But it got out pretty well...

Class B, of course...

I think, today, such a set-up probably wouldn't pass muster on an RF 
exposure standpoint...
