MANY years ago, I had a conversation with Eric Small of Modulation
Sciences about this. The current rules do not specify a peak response
time. Previous rules did. Those rules went away when the requirement that
a station have a modulation monitor went away. The deleted rules specified
that a modulation peak indicator had to respond withing some number of
cycles of a specified modulation frequency (which I don't remember). Since
the ModMinder had complied with the rules before the rules were deleted,
it was assumed to continue to comply. I think Eric said that since no rule
replaced the rule giving modulation monitor specifications, the deleted
rule could still be relied upon. I also seem to remember that either Eric
or perhaps SBE filed a petition with the FCC to specify how FM modulation
was to be measured. No action has been taken yet (maybe 10 to 20 years).
