Yikes!  Not only did the licensee have to decide whether the ads were 
"controversial," but what PART of the ads made them that way!  I 
assume that there was an opportunity for the opposition to purchase 
their own ads.  Does this mean that if someone pays for air time 
promoting one side of a "controversial" issue, that the station would 
be obligated to provide FREE air time for an opposing 
viewpoint?  It's no wonder that stations aired the likes of Arthur 
Godfrey and Don McNeil's Breakfast Club.
