[BC] Fairness doctrine

It might be a moot point.

At present, the FD can't be enforced as it's enforcement is blocked 
by statute.  An amendment was successfully attached to a bill last 
year and in recent years past which directed no enforcement be 
taken.  The same is being attempted by two different rep's 
(Republican's) on what will be the omnibus spending bill and some 
other bill with a great deal of support and likelihood of passage for 
the coming year.  The current ban expires in a couple weeks.

While I despise the overall act of amending bills with things 
containing zero relevance to bill's primary subject matter, this is 
the closest thing to killing the FD once and for all by it's own 
action by Congress and the Prez.
