 What they frown upon, is the use of any call sign

 There are rules regarding station ID's, but this case would depend
 on context.
 If the fictitious call could be misconstrued from content as being THE
 call sign of the station carrying the show, there could be a problem.
 If not, then it's no different than "Watch WKRP in Cincinnati, on FOX-4"
 or referring to General Motors Corporation as GMC.

 Picking a "call sign" out of the air for a fictitious station as part of
 program content, then later discovering that some station somewhere
 actually has that call sign, I don't see how that could be construed
 as a violation of a station identification rule.
