As others have echoed, check filament voltage with an RMS meter at the
tube socket, then calibrate your front panel meter to that.
2nd thing, with it otherwise operating normaally, see if you can back
down the exciter output until overall power just starts to fall off;
then back up a smidge. This is usually 18-20 watts.
