Um...

We can collect for our records the names of people requesting to see our Public File.  And to insure the name is correct, we request the ID. Buggs Bunny at 1 Deep Hole Ln. does cut it. Furthermore, if any records show up missing, we have a record of who accessed them. This is permitted by the rules.

I would have an objection to allowing the public to access the Station Log.  If the local JHA does that, then every tower owner and other participant in the EAS within in the jurisdiction would need to have their daily and quarterly inspection records available for inspection as well.  That's a can of worms which no local agency is likely to embrace once they get a feel for the mess it can create both politically as well as logistically.  Especially if the locals have an EAS ENDEC in place.
