It's unlikely the static dissipator will greatly impact vibration at the
top. There isn't enough mass relative to the rest of the antenna and tower
to influence the standing waves once they're going. A viscous vibration
dampener is needed at the fixture. Not simple given the conditions.

If the existing vibration dampening system is not working, then there is
something not right. Vibration like that will eventually cause something
to fatigue and eventuially fail. I wonder whether the 2000ft. tower
failure near Eau Claire may have suffered something of the same fate. 
That too was a Dresser tower.
