[BC] FCC Bird ruling

Many birds alight on towers; some roost on towers; and some even build nests
on towers.
Sooooooooooo, why is it that others cannot even *see* towers and thuus
collide with towers ?
What's wrong with this picture ?

Still waiting to see a dead bird at a tower site.
