[BC] FCC Bird ruling

It's a day/night issue.  My reading of their arguments is towers are 
blind obstructions at night.  Well,  yes.  That seems to be self obvious 
and is why we have obstruction lights on them for notifying pilots of 
aircraft.  The same day/night issue is less applicable  for guy lines 
which is from my reading the real killer of so many more birds than the 
guyed towers themselves or self-supporting towers. Hence the reason they 
want diverters every 15-20ft. on all guy lines.  ****All guylines.***

As part of our discussions with WSFW, they offered a preference to a SS 
tower over guyed for that reason. When we explained the cost of base 
insulating six 300ft. towers built to 100mph winds with 1" ice would 
more than triple that of a guyed tower with bird diverters, they backed 
down.

I will admit, there is a lot of cross education needed on both sides of 
the table.  The birdies need to learn physics and we need to learn 
migration habits.  It appears this new set rules forces the latter, but 
not the former.
