Doesn't look like it was due to FEMA or the local emergency manager either.
There is one applicable lesson here though - EAS participants should not
connect their CAP EAS device to the FEMA test server - only the operational
environment (apps.fema.gov). It's unlikely that any have yet, but if the
test domain were more broadly known, bad things could happen as in NJ...
