I saw the problem as soon as I opened the article. In a word:

As a successor company to Grossly Troublesome and Empty-headed...
AKA the company that had no clue about stereo-conditioned lines, or any*
/other/ *sort of program loop; couldn't bother to even attempt to make
splices water resistant.....
Entire cities without phone service whenever there was more than an inch
of rain... including the aforementioned "program circuits"...
Won't trust 'em. Won't do business with 'em. As far as I'm concerned,
they're right up there with Comcr... er, Comcast.
Made a firm believer of me in 950 MHz STLs and 450 MHz TSLs. Or
station-owned pairs, at least.
