[BC] FEMA IS-247 on line

The FEMA has placed the IS-247 course on line.

This is the one they expect all EMs to pass before being
allowed to send alerts to the IPAWS OPEN and the
CAP aggregator servers.

It is an open course, so any broadcaster can look
and see what the FEMA wants to do... or take
the course and get certified themselves.....
