I found the best solution yet at two tower sites.

1, in OK.  Large building at the base, mostly unused.  Put up some walls, and move a couple in.  Free rent they clean up and provide security. Caveat, you have to be careful with who you move in.

2, in MD.  5 acres sharing the same access road, guards, parking lot with a major military COG communications site.  You can't fart on the site without them knowing about it.  Serious security with serious firepower.

Most can not get #2, but it is not that difficult in many situations to get 1.
