I have to wonder, in this litigious age whether you're storing up problems
for the future.
Like EM Radiation issues..
Even if you have comprehensive EMR measurements done and are sure that the
levels are under the public exposure levels (which is more stringent than
the occupational exposure limit), what's to say somebody who contracts
cancer later won't find a slippery lawyer and come gunning for you.
Or other injury liability issues..
You are making this arrangement primarily to provide a defacto guard for the
property. 
If they make a bad call during an incident, and get injured (or worse) they
may try to hold you liable - even if you provided clear instructions to stay
indoors and dial 000 (err that'd be 911 over there wouldn't it?) in such
cases, it still could get messy.

Probably a lawyer and your insurance company should get involved when you
set up these sorts of arrangements.

   Right on, and I can tell you how to get a good unpaid "caretaker."
For the last 30 years+ we have had a police type person renting on our
property in the double wide that they own.  We supply almost everything
else. (not phone, cable TV or ISP)
