Actually, that IS allowed, sort of. Since the translator is a
"fill-in", it can be fed via whatever works, including 950 MHz STL. As
long as the control and telemetry for the AM are separate (including
dial-up or ATC), I wouldn't see anything unacceptable with having an FM
tuner at the AM as a "backup: program feed.
As to flea-power... if they're running night power during the day, that
also needs a STA.
And 74.1263 does specifically allow AM on FX to operate when the AM is
off, as long as the AM has been on within the past 24 hours... so,
that'd make off-air reception and retransmission a bit problematic...
