[BC] AM on translator becomes new FM station...

The question about subcarriers came up a couple of years ago.
74.1236(a) allows F3 or other types of frequency modulation (i.e. F9)
as long as the emissions comply with occupied bandwidth limits.
Therefore, I would expect subcarriers to be OK, but I'm not so sure
about IBOC.

We have RDS subcarriers on our translators to enhance identification,
and to control automatic alternate frequency tuning on the 0.01% of
locally-registered vehicles that provide this feature (gotta start
somewhere).  We're also running the translators in stereo (even though
the AM is mono) as this is also permitted under 74.1236 and clearly in
the public interest.
