I posed a similar question to the Commission a while back. I wanted to try
broadcasting an HD2 or HD3 on a translator using off air pickup. I asked
if this were legal/permissible. The answer I got was an emphatic yes.

Since the purpose of a translator is/was to re-broadcast another
 station, I can't see why not !
Translator daisy-chains are common in the non-com market.

If ( as above ) a translator's purpose is to rebroadcast a station, and
that
station does not have any of the above, I'd say not, BUT.....
Since the purpose of an AM translator is ( apparently ) *not* to
 RE-broadcast a station, that's a good question !
