[BC] unreliable old equipment query

They wound up just stringing it from the roof of Ch. 6 to the roof of 
the apartment building..  It cleared Meridian St. by at least 20 ft or 
more (upslope); but I'm sure they had to get permits from both the city 
and the state, since at that time Meridian St. was also US 31.  The 
anchor point on the Ch. 6 building was toward the rear, which also added 
height over the street.
