Yes it is bad. No question about it from the engineering viewpoint.
However, the stations, via the NAB, are on record as willing to
forego their coverage in "fringe" (the problem is how you define
that) areas for the benefit (?) of starting a new service. This is
viewed as a TEMPORARY problem that will be eliminated in the final
full digital version. This is the point that gets overlooked.
This is not an engineering decision. That is the part that everyone
seems to miss.
