I know it's old "news", but after reading DA00-1637,

a $22,500 NAL against WRHC, I conclude that it is impossible to lose
one's license by wanton violation of the FCC technical rules. I don't
meant careless violation, I mean continued intentional operation with
little regard to the station's authorization.
Operation from an unauthorized site, over-power, ND instead of DA, new
frequency without program test authority, failure to correct
interference after complaints .... all for a 2-year period - isn't
enough. And then being given 30 days to stop.
But they weren't violating any of the hot-button issues. Failure to
have a working EAS got a $7,500 NAL a couple of years later. Now
that's really serious.
