Playing by the rules is fine when you know what they are. In the case 
of phone calls there's clear precedent. It's spelled out very 
clearly. In the case of indecency it depends on which fanatically 
religious group with "Family" or "Concerned Women for ..." in their 
name the FCC met with that day. Clearly a crapshoot.
