I'm not a TV type, but here goes....

The early game on any given NFL Sunday begins at 1PM Eastern.  That's 10AM 
Western.  An earlier start for the East Coast folks would lose the Western 
audience.

Three hours is allotted for the game.  The late game begins afterward at 4PM 
Eastern.  Attempting to avoid overlap minimizes time conflicts for those who 
want to watch/listen to both games.  Sells more advertising too.

During the playoffs the late game is delayed until 4:30PM so, in most cases, 
fans can view/listen to each game in its entirety.
