> The ad agency (usually a one guy shop run by a former radio
sales person) tells the client he can get better reach - and he's on
TV at a lower cost than radio.

In my experience, the ad agency is usually run by a graphic artist and all
the money goes into
print - newspaper, shoppers, and throwaway birdcage liner type publications.
Why? Because
the agency can charge them a lot for putting together the ads.
