[BC] Radio audio delay for TV

Trust me - delay in TV has been around a long time. Frame syncs, various effects 
boxes, etc etc.  That and the fact that the path is not constant. The program 
may pass though a number of control rooms depending on the phase of the overall 
show.

I once tested the delay of various video codecs well before the JJ incident (or 
9-11 for that matter). We used a direct off air feed from NY and a return feed 
from LA also off air but then back to NYC via the codec. Normally the results 
were predictable with LA being a bit more than 1 second behind NY. At certain 
times, we actually got LA BEFORE NY due to in plant delays.  This excludes the 
delays involved coming in from the remote. Being in the position to trace the 
delays, we discovered just how much the usual production equipment can delay a 
program. The production paths very often vary with sports broadcasts.
