No disagreement there, but I don't think it's a matter of backbone so
much as manpower.  The "compliance specialists" have their hands more
than full, and in some areas of the country (like south Florida) simply
can't keep up with all that needs to be done...and that means they have
to prioritize.  Those priorities being what they are, I'm betting that
cash generation lives at or near the top of their list, and they can't
get cash out of a station that's dark.
