Yes, we built that phasor for Polnet in late
1999. It was certainly not an ideal
situation. As I recall it, they had to use those
short, grounded, self supporting towers with top
hats and skirt kits (with no stubs) in order to
fit within local restrictions on towers. Mark
Mueller managed to get that one wrestled in and licensed.

I presume that WNVR/1030 in Vernon Hills IL ran into some kind of local
restriction when they built their DA in 2000. It consists of four
36.60° (~97 feet) towers with 9.40° tophats consisting of 6
horizontal elements. I believe the towers are fed as folded unipoles.
