Well, most telephone companies could provide DSL with or without phone 
service. However, they may choose not to; or, there is no tariff in 
place, so they will only provide DSL to a line with regular POTS dial tone.

Or perhaps Verizon did not understand the termination order when the 
phone number was ported to Vonage.

Regardless, the DSL portion of the service must work or be restored 
before Vonage will work.
