Honestly, EAS was an Idea who's time has past. It does good for Weather Emergencies and should be Voluntary for broadcasters to use it for that, but it is an unneeded burden on Broadcasters  as it is that does not even work as was shown by the National Test, and the CAP test. Let's just get rid if that Albatross and be done with it.

The FCC Wants to make the rules more simple, getting rid of EAS and Public Files would be good places to start.
