 Essentially correct.
 Instead of netting $4 for $40K damage, they net $1 for $40K damage.
 It's still $1 cash vs. their time worth $0 so...
 Even if they decide it's not worth it, all that does is suggest that
 *that* particular crackhead won't be back, but his buddies will ! 

 No, devaluing the copper isn't an answer.
 Making it near impossible to remove, is.
 Stop thinking like a responsible, employed human who pays his/her
 bills, and start thinking like an irresponsible welfare recipient, who
 is "entitled" to *your* money, who's favorite drink is more,
 and who's favorite drug is yours, who the government ( meaning
 you and I ) are obligated to pay all of their bills, for whom other
 people's property is an injustice demanding to be corrected, and
 then you'll have a perspective on what it might take to stop them.

 Remember, *possible* or even *probable* death by electrocution
 is insufficient motivation to make them stop !!
 Even for a few feet of worthless aluminum.
 Ask your power company.
