Ummmm Keith...  unless they got a waiver, translators are not allowed to
originate programming.  In fact, the rules specify that if the translator is
simulcasting an AM, the AM must have operated within the past 24 hours.  I
can't imagine the FCC granting such a waiver, because it effectively creates
a new class of FM station.  If the AM has shut down, the translator cannot
operate independently.
