This makes sense to some degree.  Given a choice between the two
signals, most listeners will take the FM -- so in a case of role
reversal, the translator becomes the defacto primary station, while
the AM functions as a "fill-in" to serve portions of the market that
can't receive the FM due to distance or terrain -- even more likely if
the AM is a daytimer.     Of course, I'm talking about real world
public behavior here, not the FCC's point of view.

Most daytime AM operators (including myself) want listeners to use the
FM signal(s) rather than AM, mainly because FM is on the air 24
hours/day.  Because the AM does fill some gaps, it still has some
value; however our promotional efforts tend to emphasize the FM
translator frequencies.

If "public interest, convenience and necessity" is our reason for
being, why not make the service as convenient as possible?
